I've always had good luck with the glow in the dark paint, found at craft stores. Or the fluorescent spray paints found at home improvement stores.

i have been told (and seen demonstrated) by Audreannga that teh glow powders available on E Bay are GREAT!

We use Dayglo in our place.  It is pricey but holds up very well.  The pigments work well too.  Just mix very well no matter what type you get.
