Ah... I love a creative challenge.
Being that it's in a public space you have to weigh between scary gross & just light harded fun Halloween. Not everyone will be receptive but, then again can't please everyone. With that said, he I go...
Faux spider webs & shreadded cheese cloth hung with velcro dots on whatever surface you want- ceilings, walls, corners, etc. You can't have fog but, you can have a mister fogger. You can find them either combined with a Halloween prop or sold with pond supplies. Either way they need to be submerged below water to work, & make a nice misty fog. Change out some of the lights for colored bulbs, many colors to choose from & they come in compact florscent as well. Red tempa paint makes for good bloody hand prints on glass cases & windows. It's washable so it cleans up easy. Bring in some dead branches for a creepy look. Could even spray paint them black & aim a strobe light at it for a dramatic effect. Becare with strobe lights, some people are sensitive to them. Don't forget to add some blacklight lighting. A few faux flicker candles, either taped or pillar look great. Walgreens has the best vinyl rubber bats to hang with clear mono-filament (fishing line, thinner the better). Buy a jello mold human brain & make it for a display, complete with gummy worms. Light it with one of those mini led disks- either clear or colored.
A variety of Halloween music- Midnight Syndicate, Nox Arcana, & some Halloween party music. That way everyone is happy & no one gets stuck listening to the same music every day.
The point of all this is to have fun & create something yourself. Those mini Halloween cookbooks have great ideas. So does the current issue of Martha Stewart Living Halloween issue.
